Default solving a double summation joint probability function

I am struggling with a double summation formula. I am trying to find the expected value for this discrete binomial joint probability function. The formula is attached in the pdf file. I would appreciate any help offered in how to solve this. In case it is not clear the fraction 1/2 is to the x1 power.
