I don't believe the stat given (only 55% of people can read it). The first time I read a similar text it was in 2003 or 2004. I never met a single person unable to read these kind of texts. 
I've read that if the words have more than 4 letters, the first and the last letter has to be the same as the original word, otherwise the comprehension is much harder.

This would make a nice project to work on: Write a neural network that draws a 3x3 box on the screen and interprets a number input by the use with his mouse. Using this information, and the organization of neurons in the mammalian cortex, propose a possible mechanism for how mind is able to interpret the mangled phrases above.
