$Question$ is it a cartoon or an anime ?

hi guys

I've tried almost everything to get the name of this anime/cartoon but i couldn't i only have an opening video of it,and it's an arabic opening

,so i'm stuck.
i hope someone will recognize it,and tell me its name.

anyway thanks for your help.

I understand Arabic and it mean the north wind رياح الشمل
رياح means wind and

الشمال means the north

but in Arabic the adjective for the nouns come after the noun for example in English you said

a kind man but in Arabic man kind but the name of the cartoon in English is THE LEGEND OF THE NORTH WIND as what beautiful mind said
