I decided to do all the math problems in a recent issued math book, make a solutions manual for all the even answers with full explanations (assuming all answers are right and since a lot of books have the solutions manuals for the odd problems), and give it out for free to the masses?

I think if the material quoted from the original book constituted no more than 5% (or is that 10% ?) of that book you should be OK.

And I'm sure that could be arranged. The only things requiring quoting are the title of the textbook and the question numbers (the questions themselves do not require quoting).
