Default Is order important here?

How many ways can you distribute 42 objects among 8 people if the first 4 must get exactly 25 between them?

Is it:

\frac{8!}{4!4!}4^{25}4^{17}

or just:

4^{25}4^{17}

or neither?

I think that this is very odd question.
But the answer I would give is: \binom{42}{25}4^{25}4^{17}.

Forgot to mention that the objects are identical.
