Find a pair of perpendicular tangents.
Find the point of intersection of the tangents.
The point of intersection will be on the "Director Circle"

If you ellispse is x^2 / a^2 + y^2 / b^2 = 1, then your director circle is x^2 + y^2 = a^2 + b^2
