What exactly is LaTex? Is it something that you have to pay for? How do I get it? How much does it cost?

Its freeware, so you don't have to pay anything. $\text{\LaTeX}$ is a typesetting language.

Depending on what OS you have (Windows or Mac), you can find online the files needed to compile $\text{\LaTeX}$ documents and nice IDEs to create the documents.
