Multiply each ingredient by \frac{28}{16} = 1.75

To elaborate...

If those amount of ingredients make enough for 16 people then divide the ingredient amounts by 16 to get the amount needed for 1 person. Multiply this by 28 to get how much you need for 28 people.

one set of ingredients serve 16 people
x a set of ingredients serve 28 people

16x=28

x=7/4

ie, we need 7/4 of each ingredient
