Multiply both sides by 13 and notice how it cancels with the 13 under the division sign ...

$\frac{k}{13} {\color{blue} \times 13} = 21 {\color{blue} \times 13}$
$k = 21 \times {\color{blue} 13}$

Well, plug it in to your original equation. Does:
$\frac{273}{13} = 21$

If so, then you have the correct solution.
