For the first one, I would multiply both sides by the common denominator 12:

This would give us the equation 2(2q-3)+3q=108\implies7q-6=108

Take it from here.

For the second one, multiply both sides of the inequality by 10:

This would give us the inequality 5(2m+3)+2(m-5)<30\implies12m+5<30

Try to take it from here.
