Default Creating Quartile Groups

This is regarding a homework assignment, we are told to break the 51 states into 4 quantiles, by taking the total number of states in this case divided by the number of groups. But since 51 is obviously not a even number we do not get a whole number as a result (51/4=12.75). To get the 51 total in 4 groups we could do 13 + 13 +13 +12 but how do we determine which quantile gets the extra state? Is it up to us to make that judgment call?

And just some extra information, we are working with annual per capita income and the states.
